In order to further facilitate the dual circulation of domestic and international trade and promote the comprehensive development of the China (Beijing) Free Trade Pilot Zone and the National Comprehensive Demonstration Zone for Expanding Openness in the Service Industry, as well as to encourage high-level external opening, the Municipal Bureau of Commerce and Beijing Customs have taken the lead. They have initiated the "Bureau and Division Chiefs Walk Through the Process" activity for cross-border trade facilitation. This involves conducting company industry-specific company surveys, combining with key tasks such as innovative business environment pilot projects,and drawing inspiration from advanced standards of international organizations such as the World Bank and OECD. In Collaboration with relevant entities, they are researching and formulating reform proposals, undertaking comprehensive reforms across all stages of cross-border trade facilitation, and introducing 31 reform measures in six areas.
1. Simplification of Documents Procedures :
- Promoting the digitization of documents for the electronic circulation of goods.
- Accelerating the establishment of the "CCC Exemption Management System" for a convenient channel.
2. Advancing Customs Clearance Supervision Reforms:
- Further optimizing import and export customs clearance modes.
- Deepening the implementation of the "voluntary disclosure" system and the error-tolerance mechanism.
- Continuously promoting the "exemption from on-site inspection" policy.
- Rigorously implementing the RCEP six-hour release measures.
- Providing customs convenience for key industries such as integrated circuits.
- Promoting unobtrusive supervision for high-tech enterprises.
3. Enhancing Comprehensive Support Capabilities at Ports:
- Deepening the construction of the "Dual Hub" air and electronic freight platform.
- Improving the regulatory functions of Daxing International Airport.
- Enhancing the cargo flight capacity of Daxing International Airport.
- Promoting the integrated development of Beijing Airport, Land Port, and Tianjin Port.
- Exploring ways to enhance the service level of railway ports.
- Supporting the development of multimodal transport businesses.
- Deepening the construction of the distinctive service functions of the "Single Window" for Beijing international trade.
4. Improving Port Service Levels:
- Introducing service standards for airport ports.
- Pioneering the establishment of a port intermediary service evaluation system.
- Further standardizing port charges.
5. Enhancing the Policy Support System:
- Actively advocating for the reform pilot of inspection and supervision for imported aseptic sterilized milk.
- Actively striving for the Free Trade Pilot Zone to become an innovative demonstration area for import trade promotion.
- Supporting the innovative development of cross-border e-commerce.
- Conducting a pilot program for the import of items for biomedical research and development.
- Creating a digital trade public service platform.
6. Optimizing the Operating Environment for Foreign Trade Enterprises:
- Strengthening support for export credit insurance.
- Strengthening credit and financing support for foreign trade enterprises.
- Facilitating the handling of tariff guarantee insurance.
- Facilitating the processing of import and export tax refund services.
- Promoting trade facilitation.
- Strengthening the credit management of import and export enterprises.
- Establishing a comprehensive enterprise service platform for RCEP.
