To solidly promote the construction of the National Service Trade Opening-up Comprehensive Demonstration Zone and the China (Beijing) Free Trade Pilot Zone (hereinafter referred to as the "Two Zones," including the Daxing Airport Area of the China (Hebei) Free Trade Pilot Zone in the Beijing region), and to fully accomplish various tasks in the construction of the "Two Zones" in the field of commerce, and to further advance the higher-level opening-up of the city, this plan is specially formulated.
I. General Requirements
(1)Guiding Ideology
Thoroughly implement the important speech delivered by General Secretary Xi Jinping at the 2020 China International Fair for Trade in Services Global Services Trade Summit, promote the establishment of a new development pattern featuring "dual circulation with the domestic cycle as the main body and the domestic and international cycles reinforcing each other." Leverage the overlapping advantages of the "Two Zones," with institutional innovation as the core and the main goal of liberalizing and facilitating investment and trade. Further deepen the reform and opening up in the field of commerce, enhance the city's ability to allocate international resource factors, and fully promote the construction of the "Two Zones" to make them a new highland for the country's opening-up in the new era.
(2) Development Goal
— Accelerate the construction of an international consumer center city. The concentration of consumer market factors, international fashion level, policy openness, and other aspects will be further improved, and the final consumption rate and contribution rate will be maintained at 60% or above. — Speed up the construction of a batch of open platforms. Build the world's most influential service trade fair, with the internationalization, specialization, marketization, and branding of the exhibition continuously improving. Strive to establish a global service trade alliance before the 2021 service trade fair. The layout of ports is more reasonable, and the functions are significantly enhanced, with an improvement in the level of international business services. Significant progress is made in the characteristic development of comprehensive bonded zones.
— Continuously enhance the level of openness. Achieve "unchanged ranking and optimized structure" for the import and export of goods, with the proportion of exports from "Enterprises with Dual Autonomy" increasing by 1 percentage point each year. Achieve stable and orderly development of actual foreign investment, reaching around USD 15 billion, and steady and healthy development of outbound investment cooperation. — Continuously expand the open network. The cumulative number of overseas service centers reaches 50, with 1–2 new national-level international marketing public service platforms. The professional service system for outbound investment is continuously improved. — Continuously optimize the open environment. Further enhance the level of facilitation for customs clearance and cross-border trade, deepen the reform of the investment system and mechanism, and significantly enhance the sense of gain and satisfaction of enterprises.
II Main Tasks and Measures
(1)Building an International Consumption hub city
l Facilitating 1-2 international business districts to attract the initial launch and landing of international renowned brands.
l Innovating incubation models and piloting the cultivation of 1-2 hubs for incubating new consumer brands
l Supporting international brands in setting up regional headquarters in Beijing, encouraging them to enhance their operational performance.
l Relying on the Tianzhu Comprehensive Bonded Zone, Daxing Airport Free Trade Zone, etc., supporting the establishment of high-end consumer goods distribution platforms and bonded flagship stores.
(2)Optimizing the Supply of Internationalized Service Consumption
l Leveraging the construction of the "Two Zones" to create several international cultural and tourism consumption destinations.
l Exploring urban cultural IP resources, expanding overseas promotional channels, and strengthening the "Beijing Gift" brand.
l Seizing the significant opportunity presented by the preparation for the 2022 Beijing Winter Olympics and Paralympics, diversifying winter sports-related consumption, and promoting ice and snow sports consumption.
l Actively attracting top global events that align with Beijing's urban positioning, drawing esports clubs and event activities to boost inbound consumption.
l Establishing a new batch of international schools in key areas such as Haidian, Chaoyang, and Shunyi.
l Accelerating the layout of international hospitals, expanding the supply of international medical services.
l Encouraging the development of international medical tourism and promoting the construction of a national traditional Chinese medicine health tourism demonstration zone.
(3)Cultivating the Development of Duty-Free +Tax Refund+ Bonded Sectors
l Actively seeking the implementation of the policy for tax-free shops within Beijing, expediting the layout of tax-free shops in key business districts.
l Promoting tax-free enterprises to integrate policies related to "bonded, duty-free, cross-border e-commerce," broadening the business scope of tax-free enterprises.
l Proactively aligning with the innovative policies of national tax-free shops, striving for the addition of sales areas for domestic products in tax-free shops, guiding enterprises to develop high-quality featured domestic products for tax-free channels.
l Striving to expand the scale of airport duty-free shops, adding departure pickup points to enrich convenient airport consumption.
l Leveraging the convenience advantage of city terminal value-added services, exploring new models of development.
l Expanding the effects of the 144-hour transit visa-free and 24-hour transit visa-free border inspection procedures, further promoting the departure tax refund policy.
l Further optimizing shopping departure tax refund services, supporting enterprises in piloting the "buy now, refund immediately" initiative.
l Actively seeking to expand the "online shopping bonded + offline self-pickup" business, boosting the enhancement of cross-border consumption experiences and attracting overseas consumption.
1. Building an Open Platform
(4)Leading with the Service Trade Fair, establish an international economic and trade exchange platform. Enhance the internationalization, specialization, and market orientation of the Service Trade Fair, making it the most influential service trade exhibition globally. Explore the establishment of a daily operational mechanism involving "public institutions + exhibition groups" and strive to secure a stable hosting of high-level forums by national ministries and authoritative institutions and continue to advocate for the policy of retaining exhibited goods from the Service Trade Fair. Accelerate the establishment of the Global Service Trade Alliance, transforming it into a globally recognized international organization for service trade, thereby enhancing China's influence in the international service trade arena. Coordinate efforts to create a well-equipped exhibition complex around Beijing Capital International Airport, advancing the construction of phases two and three of the New China International Exhibition Center, proactively plan for the development of exhibition facilities at Daxing International Airport, optimize the layout of exhibition facilities, and foster differentiated development and mutually beneficial cooperation with the New China International Exhibition Center's phases two and three projects in Shunyi.
(5)Leveraging the "Dual Hub" airports, strengthen the functions of port platforms. Enhance the functions of whole-vehicle import ports, promote the construction of high-end automotive testing grounds, and develop comprehensive testing facilities. Explore parallel car import operations at Beijing Capital Airport's aviation port. Coordinate the advancement of projects for multimodal transport, international express delivery, cross-border e-commerce, cold chain, and integrated assembly professional warehouses in the cargo area of Daxing International Airport. Initiate the construction of an information system for cargo transportation at Beijing Capital Airport, following the model of Daxing Airport's smart cargo platform, break down data barriers between the two logistics systems, achieve data interoperability, and ensure unified supervision. Seek to expand cargo flight rights, construct a global network of direct and transit routes, optimize the allocation of cargo flight schedules between the two airports in Beijing under normal conditions. Coordinate efforts to further enhance the cargo support capabilities at Beijing Capital International Airport, align with the "Rebuilding the National Gateway" initiative and the overall planning revision, optimize and upgrade existing cargo facilities and key operational processes, and improve the efficiency of cargo station operations at Beijing Capital International Airport. Explore the establishment of a "non-core business district" in the designated area of Daxing International Airport, transforming existing infrastructure within this special area to facilitate business activities.
(6)Relying on the three comprehensive bonded zones, construct an open platform supporting industrial development. Explore benchmarks for service trade-specific comprehensive bonded zones, expedite the reform, innovation, and upgrade of the Tianzhu Comprehensive Bonded Zone, highlighting service trade characteristics. Focus on industries such as medical and health, cultural trade, upgraded consumption, international express logistics, and drive the transformation of the industrial structure from being goods trade-driven to being dual-driven by goods trade and service trade. Build a new open hub for Beijing's external engagement. Promote the innovative development model of "Joint Development between Beijing and Hebei, Integrated Development with the Port Area" in the Daxing Comprehensive Bonded Zone, relying on Daxing International Airport and the Aerotropolis Economic Zone. Pioneering a holistic supervision model, initiate the integration of "one system, one customs clearance, one inspection, one release" in the port area, positioning the Daxing Comprehensive Bonded Zone as an international hub connecting global resources, a core engine for the development of the Aerotropolis Economic Zone, and a high-quality development demonstration zone for comprehensive bonded zones nationwide. Promote the approval of the Yizhuang Comprehensive Bonded Zone, focusing on the development of advanced manufacturing, supply chain management, and bonded services. Strive to create an innovative demonstration area for customs special supervision zones with a focus on technological innovation. Coordinate efforts to focus on the four dominant industries in the Beijing Economic and Technological Development Zone, leverage the policy advantages of comprehensive bonded zones in terms of customs, tax refunds, and exemptions, engage in bonded processing, and utilize the business foundation of the Yizhuang bonded logistics center to provide integrated services such as supply chain planning, procurement, distribution, finance, information, and other value-added services. Replicate and learn from the experiences of domestic free trade pilot zones, emphasizing the development of financial leasing, third-party technology research and development outsourcing, and innovative formats such as science and technology incubation.
4. Enhancing the Level of Openness
(7)Elevate the capabilities of open entities. Benchmarking the Regional Comprehensive Economic Partnership (RCEP), explore and strive for a set of open measures to create a leading area for regional economic and trade cooperation under the RCEP framework. Attract high-end open entities, actively encourage multinational companies to establish regional headquarters in Beijing, support overseas non-governmental organizations in establishing representative offices in Beijing, and strengthen business guidance and tracking services. Focus on attracting foreign investment in high-tech services such as technology services, high-end services such as business services, and advanced manufacturing such as intelligent equipment to further elevate the level of foreign capital utilization. Create a more convenient, fair, and transparent environment for the development of foreign investment, reinforce end-to-end tracking services for key foreign investment projects, and enhance the capabilities to serve foreign capital and foreign enterprises. Support service trade enterprises in expanding into the international service markets along the "Belt and Road," and strengthen international economic and trade cooperation. Expand the group of "dual independent" foreign trade enterprises, continually increase the proportion of exports by "dual independent" enterprises in the city's foreign trade.
(8)Elevate the level of open formats. Strive to pilot a negative list management model for cross-border service trade in specific areas. In line with the actual conditions of Beijing, make efforts to further open up major forms of service trade. In terms of the flow of natural persons, explore allowing professionals with qualifications listed in the "Catalog of Overseas Professional Qualifications for Service in Beijing" to provide services in the city after registration, and explore the recognition of international professional qualifications in the financial or other service sectors. In terms of overseas consumption, vigorously improve the supply of consumption in the city, actively attract external consumption, explore integrated pilot programs for consumption and pre-boarding check-ins, support the creation of internationalized consumption zones, coordinate efforts to increase the introduction of top international sports events, and promote the deep integration of sports events with inbound tourism. In terms of cross-border delivery, push for the study of system norms and procedural processes such as the classification and grading of personal information and outbound safety assessments. Support high-tech enterprises in conducting foreign trade import and export business, support the development of comprehensive foreign trade services, explore the development of foreign trade market procurement business. Accelerate the construction of foreign trade transformation and upgrading bases to promote the transformation and upgrading of foreign trade. Actively seek the establishment of a national innovative demonstration zone for import trade promotion. Actively explore the development of new models such as offshore trade and bonded maintenance. Support the development of cross-border e-commerce, fully utilize the city's pilot policies for retail imports of cross-border e-commerce drugs, and actively seek to expand the pilot list for the city. Enhance the internationalization and specialization of business services, benchmark the GaWC list, encourage internationally renowned business service enterprises to establish a presence in Beijing, elevate their management capabilities, promote the high-end and international development of business services, and boost the confidence of foreign-funded enterprises in Beijing. Innovate service models, expand online business service operations, and accelerate digital transformation and development. Strengthen exchanges and cooperation with international governance organizations and platforms, improve grain cooperation mechanisms, and enhance the quality and international cooperation level of the grain industry.
(9)Elevate the level of openness in key areas. Create a "Three-in-One" digital trade experimental zone. Based on the construction of the National Digital Service Export Base in the Zhongguancun Software Park, establish a "Digital Trade Port" to create a cluster of emerging industries in the digital economy for cross-border cooperation. Leverage the Jinzhan International Cooperation Service Zone to create a functional area for international exchanges in digital economy and trade, cultivate and support the landing of several international cooperation projects in the digital economy. Based on the Daxing Airport area of the China (Hebei) Free Trade Pilot Zone, explore the establishment of a comprehensive digital trade service platform, including cross-border data operation supervision, display transactions, and other services. Explore the secure and orderly flow of cross-border data, develop digital trade development rules that align with the national conditions, strengthen cooperation on cross-border data protection regulations, and encourage certification bodies to explore the establishment of data protection capability certification and other data security management mechanisms. Unleash the vitality of innovative development in digital trade, study domestic and international methods and models for digital trade statistics, explore digital trade statistics monitoring, continuously improve the construction of data trading platforms, form replicable and scalable experiences in data trading policies, promote the application of blockchain technology in the field of digital trade, enhance the credibility of transaction entities and contents, and ensure that transactions are "efficient, transparent, and traceable."
5. Expanding the Open Network
(10)Improve and perfect the foreign-oriented service network. Expand a new batch of overseas service centers, reaching a cumulative total of 50, to establish a more extensive and well-functioning international economic and trade cooperation service network system. Support the construction of a national-level international marketing public service platform, encourage nationally recognized international marketing public service platforms to grow and strengthen, providing higher-quality services for international economic and trade cooperation; actively apply for and strive to obtain approval for an additional 1-2 platforms.
(11)Establish a specialized service system for outbound investment. Increase support for enterprises in Beijing "going global" in terms of funding, platform construction, and event promotion, enhancing professional service capabilities. Establish and improve a risk warning sharing mechanism for investment cooperation, providing guidance on preventing risks in overseas business operations. Actively promote policy-oriented insurance institutions to provide insurance services for enterprises' overseas investment projects, innovate business types, and improve service levels. Actively coordinate with banking and financial institutions within the free trade pilot zone to provide financing services for overseas investment, project construction, engineering contracting, and large equipment exports for enterprises "going global."
6.Optimizing the Open Environment
(12) Enhance customs clearance facilitation. Expand the scope of entities applying the "two-step declaration" for freight, continue to improve the operational model of "two-step declaration," and solidly promote the "two-step admission" regulatory model. Explore the connection between the "two-step declaration" and "two-step admission" regulatory operations for imported goods, optimizing operational processes. Benchmarking international practices, continually improve the efficiency and reduce fees at air and seaports, standardize and publish a list of port service prices. Coordinate efforts to expand the policy scope of through-check flights for passenger services, and expedite the realization of through-check baggage and passengers for international transfer passengers of the same airline. Coordinate the comprehensive promotion of the new "Customs + Security Inspection" inspection model for international outbound passengers.
(13)Expand the application of the international trade "single window." Further integrate formats such as service trade, cross-border e-commerce, and bonded processing, continuously enrich the business service system of the "single window," and continuously improve the informatization level of ports. Utilize blockchain technology to focus on building cross-border trade blockchain application scenarios, promote blockchain applications such as the "Beijing Airport International Logistics Application System" and the "Beijing-Tianjin-Hebei Maritime Customs Clearance Logistics Inquiry System," creating a new ecosystem of trade facilitation. Continuously deepen localized inclusive financial applications, providing financial support for enterprises engaged in foreign trade business, and enhancing the comprehensive service capabilities of the "single window."
(14)Deepen institutional and mechanism reforms in investment. Further improve systems such as the "service package" for foreign-invested enterprises and the enterprise complaint service, revise the Management Measures for Complaints of Foreign-Invested Enterprises in Beijing, strengthen government-enterprise coordination, and address the "last mile" issues encountered by enterprises in landing and operations. Coordinate the further optimization of procedures for overseas investment filing and deregistration for enterprises "going global," enhance the facilitation level of overseas investment, and further explore the reform of overseas investment "one-form declaration."
III.Guarantee Measures
(1)Strengthen Organizational Leadership
Under the unified leadership of the Municipal Party Committee and the Municipal Government, establish a special task force for the construction of the "Two Zones" in the Municipal Commerce Bureau. The task force will be led by the Secretary of the Party Committee and Director of the Bureau, with the Deputy Director of the "Two Zones" Office overseeing the overall responsibility. Leaders in charge of specific areas within the bureau will coordinate and supervise the progress, while relevant departments and units will organize and advance various tasks. The Comprehensive Office will coordinate the overall progress of the "Two Zones" construction within the bureau, with other relevant departments (units) strengthening coordination and cooperation to ensure the efficient and timely completion of tasks.
II.Establish a Sound Investment Promotion System
Establish a city-wide mechanism for coordinated investment promotion efforts. Construct a multi-participant framework for investment promotion. Develop an investment promotion platform centered around well-known exhibitions. Consolidate and publicize investment promotion policies. Publish the "Beijing Foreign Investment Guide" and release the "Beijing Foreign Investment Development Report" to provide guidance for foreign investors coming to Beijing, expanding the scope and effectiveness of publicity.
III. Establish a Policy Support System
Accelerate the implementation of administrative regulations adjustments for breakthrough opening measures involved in the construction of the "Two Zones". Strive for prompt formulation of supporting documents related to commerce from relevant national ministries and commissions for the "Two Zones" construction. Hasten the formulation of local supporting documents in the field of commerce. Coordinate efforts to increase the intensity of financial support and resource allocation.
IV. Strengthen the Propagation System
Extensive Coverage:Targeting both domestic and international audiences, provide clear interpretations of policy implementation paths and expectations. Widely promote the results of the commerce sector reform and classic cases.
Multichannel Apprioach :Combine traditional media with new media to expand the audience. Innovate promotional methods through immersive events and "cloud promotions" to enhance communication and improve promotional effectiveness.
Focused Points: Concentrate on major events such as the Service Trade Fair to create a vibrant atmosphere and increase its influence. Focus on major project landing points such as digital trade, the international consumption center city, and foreign investment introduction, creating demonstrative effects to enhance policy-driven momentum.
