1. General requirements
A. Guiding ideology
We will enhance the overall competitiveness of Beijing and the Beijing-Tianjin-Hebei region, and promote a new situation of high-level opening up and high-quality development.
B. Work objectives
We will strive to break through a number of institutional obstacles that restrict trade facilitation, further improve the ability to provide port services, continuously optimize the mode of trade regulation, further improve the level of trade facilitation, strengthen new drivers of industrial development, and gradually improve our international competitiveness, so as to form a number of replicable and scalable experiences.
2. Work tasks
A. Establishing and improving trade facilitation mechanisms
(1) Establish a joint conference mechanism on trade regulation and facilitation. Strengthen cross-departmental, cross-regional and cross-authority communication and coordination, clarify the work responsibilities of relevant units of trade regulation and the operation mechanism of joint meetings, break through the bottlenecks restricting trade facilitation, and improve the efficiency of trade regulation.
(2) Optimize the mechanism for promoting the construction of national service export bases. Relying on the base coordination and promotion mechanism, build a base exchange platform, promote cooperation among bases, and help bases explore the international market through exhibitions, social organizations and other channels; We will give more priority to policies and support the expansion and strengthening of export bases for trade in services.
B. Enhancing port service support capabilities
(3) Speed up the improvement of port facilities. To promote Daxing International Airport imported fruits, imported chilled aquatic products designated supervision sites into use as soon as possible. Promote the construction and operation of international express, cross-border e-commerce, cold chain and comprehensive assembly professional warehouses in the cargo area of Daxing International Airport, and improve the ground cargo support capacity of Daxing International Airport.
(4) Further expand the "single window" function of international trade. Promote the "single window" function to expand to port logistics, trade services and other links, and add service trade sections. We will accelerate the construction of Beijing's "dual hub" airport integrated service platform, and gradually realize the digitization of port operations, customs supervision, and corporate affairs at the Capital International Airport and Daxing International Airport.
(5) Regulate port services and charges. Continue to optimize the service quality standards of the cargo area of the airport port, and improve the operation efficiency of the port. Formulate an annual work plan for port charges, carry out special inspections of port charges, urge port charge enterprises to dynamically update the list of public charges in the "single window", and further standardize port operation procedures and port charge behaviors.
(6) Enhance the international competitiveness of "dual hubs". Strengthen communication and linkage with the Civil Aviation Administration, promote the continuous recovery of Beijing's "two", expand international routes such as Europe and the United States, and continue to improve the international competitiveness of Beijing's "dual hub". Expand the "dual hub" air cargo transfer business to drive the airport cargo volume.
C. Promoting the reform of trade regulation models
(7) Pilot implementation of some remanufactured products according to new product import supervision, implementation of key industries remanufactured product import pilot work plan, continue to carry out policy publicity and enterprise visits, and promote the effectiveness of pilot measures.
(8) Support qualified export operators of dual-use items and technologies to apply for general licenses for specific dual-use items, so as to achieve export of multiple batches within one year and further improve the level of trade facilitation.
(9) Allow qualified enterprises to import cell and gene therapy products and clinically urgent drugs that have been assessed for safety risks. For cell and gene therapy products and clinically urgent biological drugs that have been approved for import by the drug regulatory authorities, qualified enterprises can integrate the import needs of approved units in the Beijing area, and centrally submit the application for entry-exit health quarantine approval of special goods to improve the efficiency of health quarantine supervision and customs clearance.
(10) Optimize some statutory inspection equipment and material inspection supervision measures. For production enterprises in Beijing area that have passed the advanced Customs certification (AEO) and obtained the recognition of high-tech enterprises, some equipment and materials that need legal inspection (animals and plants and their products, health and quarantine special goods and other goods related to quarantine, except complete sets of equipment, used mechanical and electrical equipment, medical equipment, special equipment and other goods with high quality and safety risks) are imported. Adopt the inspection and supervision mode of "conformity guarantee + conformity verification"; For non-dishonest medical device manufacturers registered in the Beijing Economic and Technological Development Zone, import medical device production materials that require statutory inspection, and implement the "two tests and one evaluation" inspection and supervision mode to ensure the efficient operation of the enterprise supply chain.
(11) For the China International Fair for Trade in Services imported goods (except drugs) allowed to be included in the list of cross-border e-commerce retail imports, after the end of the exhibition into the special customs supervision area or bonded logistics center (type B), eligible goods can be sold in accordance with the cross-border e-commerce network to purchase bonded retail imported goods.
(12) Implement the extension of customs advance rulings. Under the premise that the categories of customs affairs, basic information of commodities and matters of pre-ruling involved in the Pre-ruling Decision have not changed, enterprises are allowed to apply to the Customs for the extension of the validity period of the Pre-ruling Decision within 30 to 90 days before the expiry date of the Pre-Ruling Decision. The Customs shall make a decision expeditiously before the expiry of the order.
(13) Further improve the customs clearance efficiency of fresh agricultural products. Support the port with conditions to establish fresh agricultural products customs clearance "green channel", the implementation of fresh agricultural products 7×24 hours of booking customs clearance, in principle, "priority detection, inspection and release".
(14) Explore remote supervision. Optimize the full-process online operation functions such as physical supervision, and actively explore the application of mobile remote supervision in business areas such as territorial inspection and verification. Implement the verification operation coordination and superposition mode, coordinate the implementation of multiple verification instructions of the same period and the same verified person, and reduce multiple and repeated visits to the factory.
(15) Further support the innovative development of high-tech enterprises. Further promote the deployment control and inspection mode of high-tech goods such as vacuum packaging, and actively explore relaxing the conditions for enterprises to apply for the deployment control and inspection of vacuum packaging goods. Promote the application of the "ERP network declaration + rapid audit" mode of tax reduction and exemption audit, encourage integrated circuits, new display devices, maintenance aviation materials import enterprises to use the "rapid audit +ERP network" mode to submit tax reduction and exemption applications, and improve the time limit of tax reduction and exemption processing.
(16) Actively implement the national and pilot Free trade zone versions of the negative list for cross-border trade in services. Promote the opening of the service market under cross-border delivery, overseas consumption, and movement of natural persons, do a good job of negative list management in accordance with the requirements of the state, and improve supervision and risk prevention and control mechanisms.
(17) Improve the data exit security assessment system. Implement the document requirements of the "Regulations on Promoting and Regulating Cross-border Data Flow", actively explore and optimize the data exit assessment process, study and formulate a negative list of data exit in the Free Trade zone, promote some industries to first try, and strengthen data exit security.
D. Fostering new driving forces for industrial development
(18) Build a high-level import trade promotion innovation demonstration zone in the airport Economic Zone of the Capital Airport, promote the implementation of cross-border trade facilitation standards, and accelerate the implementation of facilitation measures such as the import of bezoar and the import of clinically needed drugs.
(19) Explore pilot projects in comprehensive free trade zones. The Comprehensive Free Trade Zone of Daxing Airport explores and implements an integrated and efficient customs clearance mode of "one system, one tally, one inspection and one removal". Zhongguancun Comprehensive Free Trade Zone explores the smart supervision model, highlights the characteristics of R&D and innovation, and helps enterprises carry out R&D and innovation business.
(20) Promote the construction of bonded supervision sites. Support the establishment of bonded logistics centers (Type B) in Chaoyang, Fengtai and Pinggu districts, develop bonded warehousing, cross-border e-commerce and other businesses, and optimize the layout of bonded functions.
(21) Further enhance cross-border e-commerce support service capabilities. We will expand the scope of electronic payment of import taxes for cross-border e-commerce businesses. We will carry out trials of cross-border e-commerce retail export returns across customs areas. We will strive to carry out cross-border e-commerce online purchase bonded retail import cross-customs zone return pilot. Continue to deepen the pilot of cross-border e-commerce sales of pharmaceutical products, optimize and expand the types of pilot drugs.
(22) Expand the scale of "bonded + consumption upgrade" business. Deepen and promote the pilot work of "bonded + consumption upgrade" in Beijing, further expand the pilot business categories of "bonded + consumption upgrade", and increase the scale of import and sales business.
(23) Support pilot projects for the export of low-orbit satellites by private enterprises. Formulate the work flow of Beijing commercial satellite export declaration, clarify the relevant procedures and conditions, organize the city's commercial space enterprises to carry out commercial satellite export declaration, and support the city's satellite manufacturing enterprises to go to sea.
(24) Support information docking and sharing among processing trade enterprises. Enterprises are encouraged to participate in the "bonded +ERP" regulatory reform, and the enterprise ERP (enterprise management system)/WMS (warehouse management system) system is connected to the customs system, and the enterprise production and operation data required for customs supervision is automatically collected, and the customs supervision is embedded in the production and operation process of enterprises.
(25) Promote the development of technical standards for digital trade. Strengthen the formulation of standards in key areas of digital trade, actively promote Beijing enterprises and institutions to propose standard plans in the fields of trade digitalization and digital service trade, participate in the formulation of national technical standards for digital trade, and promote the development of digital trade.
E. Improving trade liberalization and facilitation
(26) Further optimize quarantine examination and approval items. Continue to reduce the processing time of import food quarantine approval permits, and implement "immediate report and approval" for applications that meet the requirements; The quarantine examination and approval of animals, plants and their products shall be conducted on the basis of "immediate report and examination".
(27) Strengthen the cultivation of advanced certification enterprises (AEO) and facilitate the supply of policies. Enable enterprises to enjoy more facilitation measures such as priority handling of customs declaration procedures, implementation of territorial inspection, reducing the proportion of spot checks, and strengthen the implementation of facilitation measures for AEO enterprises at home and abroad.
(28) Optimize financial services for cross-border trade. In line with the requirements of data security, relying on the shipping trade data zone, banks, insurance and other financial institutions use big data to analyze business, technology and data resources, improve risk control models, optimize audit efficiency, and improve service quality and efficiency.
(29) Promote the pilot testing of digital trade statistical measures in specific regions. Deepen the research on statistical measurement of digital trade, take specific regions as samples, establish the ledger of key digital trade enterprises, dynamically grasp the development of enterprises in the region, and carry out the development analysis of digital trade enterprises.
F. Deepening the coordinated development of trade facilitation in the Beijing-Tianjin-Hebei region
(30) Deepen the port cooperation mechanism between Beijing, Tianjin and Hebei. We will promote unified standards for the quality of cargo services at the airports and seaports of the three places, and improve the facilitation of customs clearance and logistics at the ports of the three places.
(31) Deepen coordination in customs clearance supervision among the three places. Strengthen the cultivation and service of AEO enterprises, coordinate the implementation of AEO facilitation measures, and promote the mutual recognition of AEO advanced certification enterprises.
(32) Promote the sharing of customs clearance logistics information among the three ports. Further improve the "single window" and "Beijing-Tianjin-Hebei Collaborative Service Zone" functions, accelerate the interconnection between the "single window" of the three places and the port clearance logistics system, promote the docking of the "single window" of the three places, and realize the sharing of regional cross-border clearance logistics data.
3.Safeguards
A. We strengthened coordinated efforts. We will give full play to the role of the "double lead" mechanism of commerce and customs, clarify the timetable and road map together with relevant departments, and timely study and solve the difficult problems in the promotion of tasks.
B. Strengthen communication and coordination. Strengthen communication and docking with national ministries and commissions, coordinate to break through reform bottlenecks, and actively strive for policy innovation. We will work closely with relevant departments in the Beijing-Tianjin-Hebei region to strengthen coordination and promote trade facilitation.
C. Strengthen exchanges and learn from each other. Benchmark the international and domestic advanced level, learn from the reform measures and case experience of brother provinces and cities, and continue to promote the level of trade facilitation in Beijing.
D. Strengthening publicity. Explore more institutional innovation experience and cases in the field of trade facilitation, sum up mature experience and strive to copy and promote, give play to the demonstration effect, and improve the efficiency of policy services. Strengthen the publicity and interpretation of policies and measures, and expand the audience coverage by combining traditional media with new media.
