Beijing Customs supports several measures for high-level opening up to promote the development of Beijing in the new era

  In order to accelerate the service development of new quality productivity, help Beijing's "Five Key" linkage service and integrate into the new development pattern, and promote high-quality development with high-level opening up, Beijing Customs has formulated several measures to support high-level opening up and promote the development of Beijing in the new era, which are hereby announced as follows:
  First, serve large-scale industries, help cultivate and develop new quality productivity, and build a modern industrial system
  1. Promoting the development of the life science industry. Allow qualified enterprises to import cell and gene therapy products and clinically urgent drugs that have been assessed by safety risks, and cultivate new growth points for cell and gene therapy. Assist the GACC to speed up the risk assessment and quarantine access of bovine Chinese medicinal materials such as bezoar in countries (regions) with no ban on mad cow disease epidemic, and serve Beijing's traditional Chinese medicine industry to expand reproduction. The pilot inspection of imported medical devices shall be conducted by classification and classification to reduce the operating costs of enterprises. For non-dishonest medical device manufacturers registered in the Beijing Economic and Technological Development Zone, the "two tests and one evaluation" facilitation measures will be tried out, and on-site inspections will no longer be implemented in principle.
  2. Supporting the development of the integrated circuit industry and the software industry. Simplify subsequent management measures for integrated circuit production equipment spare parts imported duty-free within the regulatory period. We will support integrated circuit companies to better enjoy preferential import tax policies such as installment tax payments on imported equipment for major projects, and reduce taxes and burdens for high-tech industries.
  3. Supporting the development of the aviation industry. To provide high-quality tax management services for capital air transport and aircraft maintenance enterprises. Strengthen the service guarantee of the preferential tax policy on imported maintenance aviation equipment. Optimize the supervision of bonded aviation materials in the aircraft maintenance industry to boost the high-quality development of Beijing 's aviation industry.
  4. Supporting the development of scientific and technological innovation industries. Expand the scope of application of the processing trade supervision model of the headquarters enterprise group, and relax the lead enterprises from AEO highly recognized enterprises to non-dishonest enterprises in key industries encouraged by the state such as information technology, artificial intelligence, biomedicine, new energy, new materials, and major equipment manufacturing. Provide guidance services for qualified foreign R&D centers to purchase imported equipment for tax reduction and exemption procedures. We will carry out research on tax administration in the field of cutting-edge scientific and technological innovation. Focus on strategic emerging industries to improve customs intellectual property protection capabilities and service quality, and promote the transformation and application of scientific and technological achievements.
  5. Promoting transformation and upgrading of traditional industries. Actively support the domestic auto market to exchange old cars for new ones, efficiently carry out the online verification of second-hand car export licenses, and encourage enterprises to use the "arrival direct loading" model to take advantage of the convenient access to the sea from Tianjin-Hebei, and expand domestic used car exports. Promote the implementation of conditional removal facilitation measures for imported seeds and seedlings across customs areas. We will carry out pilot projects to introduce and promote germplasm resources of specific crops. Promote reengineering of regulatory processes for genetic material of imported animals. Explore the establishment of a positive list (white list) system for import and export enterprises of food and cosmetics R&D test samples, and facilitate customs clearance for import and export samples of scientific research institutes and R&D enterprises in the white list. Explore the classification and management of import and export food safety, and implement "one product, one policy" and "one enterprise, one policy".
  6. To carry out monitoring and analysis of key industries. Focus on the key industries, key commodities, and key enterprises of foreign trade in Beijing, carry out regular monitoring and analysis, and make timely predictions and early warnings on the development trends and transactions of key industries, so as to provide decision-making reference for the economic and social development of Beijing.
  Second, build a large-scale platform to help create new heights of opening-up with stronger innovation momentum
  7. Enhance the innovation advantages of comprehensive demonstration zones. Implement various reform measures in the State Council's Work Plan to Support Beijing in Deepening the Construction of a Comprehensive Demonstration Zone for Expanding the opening of the national service Industry, further optimize the cross-border trade service model in terms of optimizing the inspection and supervision mode of high-recognition high-tech enterprises and transforming the results of the CIFTIS, and continue to reduce trade costs and barriers. We will actively cooperate with the exploration of new business forms, models and paths in biomedicine, trade and investment, and form more innovative and practical practices.
  8. Implementing the strategy for upgrading pilot free trade zones. Support the implementation of the upgrading of the pilot free trade zone, strive for more innovative measures to obtain the record and approval of the GACC, and further promote the innovative development of trade in goods in terms of pre-adjudication extension and 6-hour release of air express goods.
  9. Promoting the high-quality development of comprehensive bonded areas. Optimize the classification and supervision of goods management, qualified goods are allowed to complete the customs clearance formalities after the direct verification of the account, no longer physical goods in and out. Support enterprises to carry out cross-border bonded display and trading business, and expand the scope of cross-border cooperation mechanisms. We will deepen the "bonded +" innovation model, support the establishment of a pilot zone for the protection of rare disease drugs in the Tianzhu Comprehensive Bonded Zone, carry out import pilots for remanufactured products in key industries, and support the landing of the bonded model for parallel imports of automobiles.
  10. Supporting the plan for the construction of comprehensive bonded zones. Construct the "3+1" intelligent supervision system of "electronic fence + intelligent channel + electronic fence" and "intelligent supervision auxiliary platform" of Zhongguancun Comprehensive Free Trade Zone, guide and promote the closure and acceptance of Zhongguancun Comprehensive Bonded Zone, and support the construction of the country's first comprehensive free trade zone featuring "research and innovation". To support the construction of the Daxing Airport Comprehensive Bonded Zone (Phase II). We will actively support applications for the establishment of new comprehensive bonded zones. To guide the performance evaluation of the development of comprehensive bonded areas.
  Third, smooth the large-scale channel, and build a three-dimensional and efficient international logistics channel.
  11. Innovative aviation "dual hub" collaborative supervision model. Establish a new model of "dual hub" collaborative supervision, promote "two interconnection, direct sharing", and gradually realize the digital and integrated development of port operations, customs supervision, and enterprise services at the Capital Airport and Daxing Airport, promote the rapid cross-border flow of production factors, and reduce logistics costs.
  12. Making customs clearance easier for passengers will help build an international exchange center. We will help aviation enterprises optimize passenger transfer services and support the opening and development of international flights. We will promote intelligent supervision of inbound and outbound passengers' luggage and articles, and reduce the number of customs clearance procedures for outbound passengers.
  13. Support the diversification of designated regulatory sites at Daxing Airport ports. Guide operation subjects to complete the acceptance work of designated supervision sites for fruits and chilled aquatic products, create high-level and modern professional supervision sites, and open up the excellent "fresh" highway of Daxing Airport.
  14. Supporting the development of new forms of cross-border e-commerce. Expand the pilot categories of pharmaceutical product sales, explore the online and offline integration business model, and improve the new experience of convenient drug purchase for consumers. Promote the electronic trial of tax guarantee for cross-border e-commerce retail imported goods, and realize the tax guarantee "once filed and universal across the country." We will expand the application scope of tax payment for retail imported goods in cross-border e-commerce, and improve the convenience of tax payment for e-commerce enterprises.
  15. Provide customs clearance guarantee for Beijing's preparation of major exhibitions and events. We will actively ensure customs clearance for the 2024 International Auto Show, CIFTIS, Chain Expo and Swift International Banking Operation Conference (Sibos). Expand diversified guarantee methods for cultural relics and cultural works of art in cultural exhibitions, and implement non-guarantee on-site supervision for qualified ones to effectively reduce the financial pressure on enterprises.
  Fourth, optimize the environment and create a first-class Doing Business environment against international standards
  16. Continue to optimize the business environment at ports. Give full play to the leading role of commerce and customs, and continue to strengthen the study of international trade index system. We carried out a new round of special actions to facilitate cross-border trade, and iterated and upgraded reform measures to improve efficiency, promote industry, reduce costs, and benefit enterprises. Around the "three foundations, six environments, eight actions", with "customs service" to help polish the "golden card" of "Beijing Service".
  17. Serving the coordinated development of the Beijing-Tianjin-Hebei Region. Promote the implementation of the General Administration's key measures to support the coordinated development of the Beijing-Tianjin-Hebei region, establish and improve the regional customs coordination mechanism, deepen the "port connectivity, platform joint construction, industrial joint creation, service linkage, and risk joint prevention", and strive to build the Beijing-Tianjin-Hebei Customs integration policy support system, port business environment service system, and integrated supervision system of the customs business field.
  18. Take multiple measures to reduce the burden and increase efficiency for enterprises. We will implement preferential tax policies and continue to advance reform measures such as aggregate taxation and diversified tax guarantees. We will improve the management of taxpayers in the territories, and carry out extensive guidance on the standardized declaration of tax-related elements. We will optimize and improve the VAT deduction mechanism for imported goods, improve the efficiency of the verification of VAT deduction for imported goods and the comparison of tax payment documents, and enhance the sense of gain of enterprises.
  19. Improving oversight methods. Gradually promote "remote video inspection" and "off-site supervision", and promote the informatization and intelligent upgrading of territorial inspection and inspection services. Promote the optimization of the inspection and supervision mode of hazardous chemicals at ports, and explore with emergency management departments the establishment of communication and cooperation mechanisms such as basic data sharing of hazardous chemicals, regulatory information sharing, and coordinated handling of illegal incidents, so as to reduce the cost and time of customs clearance for enterprises.
  20. Strengthen AEO advanced certification enterprise cultivation and convenience services. Increase the cultivation of headquarters enterprises, chain master enterprises, key foreign trade, foreign capital and private manufacturing, cross-border e-commerce platform enterprises, innovative, "specialized and special new", individual champions, involving access products and other enterprises. Support the establishment of regional AEO enterprise cultivation demonstration bases (workstations). Give priority to handling relevant customs clearance business for AEO enterprises; Priority as a pilot enterprise; Update the list to local governments regularly and increase joint incentives; Explore setting up the AEO Enterprise Services Zone in the Single Window.
