To promote the development of cross-border e-commerce and provide convenient customs clearance services, the following matters regarding enterprise access to the Cross-Border E-Commerce Retail Unified Version Information System (hereinafter referred to as the Cross-Border Unified Version System) are hereby announced:
I. Support for Providing Inventory Entry Function in the Cross-Border Unified Version System
Electronic commerce enterprises or their agents can log in to the "Internet + Customs" integrated online service platform and use the "Cross-Border E-Commerce" function for inventory entry, modification, declaration, and inquiry operations.
II. Publicizing the Interface Message Standards for Enterprise Integration into the Cross-Border Unified Version System
Enterprises and third-party platforms participating in cross-border e-commerce business are required to develop or commercially procure access services in accordance with the standard. Matters related to authorization and access opening should be handled according to the General Administration of Customs Announcement [2016] No. 16 and the General Administration of Customs Announcement [2017] No. 20. The message specifications and Customs-validated transmission protocols, as well as access service products, can be found in the "Customs Cross-Border Unified Version System Enterprise Integration Message Specifications (Trial)" (see Annex 1 for details).
III. Enterprises bear legal responsibility for the electronic data they declare and transmit to Customs. Digital signature technology is used for electronic document data. A transitional period for the digital signature of electronic orders, payment documents, and waybills will be implemented for three months from the date of this announcement. The specifics are as follows:

IV. For technical requirements for enterprise digital signatures and the selection of cryptographic products, refer to the "Customs Cross-Border Unified Version System Cryptographic Product Selection and Usage Guide" (see Annex 2 for details). Enterprises are advised to configure according to their actual business needs.
V. Attachments such as the Enterprise User Operation Manual for the Cross-Border Unified Version System and the Enterprise Integration Message Standards will be promptly published through the "Internet + Customs" integrated online service platform under the "Document Information" section in case of any changes.
