The General Administration of Customs has revised the "Specification of the People's Republic of China Customs Declaration Form for Import and Export Goods" (Announcement No. 13 of 2017) and issued the updated version on June 21. The revised specifications will be effective from August 1, 2018.

　　I.Adjustments and Modifications:

　　In accordance with current regulations, adjustments and modifications have been made to the filling requirements for columns such as pre-entry number, customs number, domestic consignor/consignee, filing number, mode of transportation, name of transportation means and voyage number, consumer/producer unit, nature of duty payment/exemption, packaging type, marking and labeling, item number, commodity name and specifications, domestic destination/domestic source of goods, and declarant.

　　II New Columns:

　　Five new columns have been added, including "Overseas Consignor/Consignee," "Location of Goods Storage," "Port of Shipment," "Port of Entry/Port of Exit," and "Self-Reporting and Self-Payment."

　　II.Name Modifications:

　　Four columns have undergone name modifications, with "Consignor/Consignee" changed to "Domestic Consignor/Consignee," "Import Port/Export Port" changed to "Import Customs/Export Customs," "Loading Port/Port of Destination" changed to "Transshipment Port/Port of Destination," and "Accompanying Documents" changed to "Accompanying Documents and Numbers."

　　III Special Customs Supervised Area:

　　Enterprises in special customs supervised areas declaring goods for import/export or moving goods in and out of the area should fill out the "People's Republic of China Customs Record of Import (Export) Goods" form. For goods moving between the special customs supervised area and the domestic (offshore) area, enterprises outside the area should fill out the "People's Republic of China Customs Declaration Form for Import (Export) Goods." Bonded goods circulation should follow relevant regulations.

　　IV. Filling Requirements for Record Form:

　　The "People's Republic of China Customs Record of Import (Export) Goods" form should be filled out following the requirements of the "Specification of the People's Republic of China Customs Declaration Form for Import and Export Goods."

　　V. Access to New Clearance Parameters:

　　The new version of customs clearance parameters can be downloaded from the General Administration of Customs website (Home Page - Online Services - Information Query - Clearance Parameters) in the "Customs-Inspection Fusion Clearance Parameter Query and Download" section.
