Measures to Support High-Quality Development and High-Level Opening in Beijing by Beijing Customs

  In order to comprehensively implement the spirit of the 19th National Congress of the Communist Party of China and the deployment of the Central Economic Work Conference, firmly grasp the primary task of achieving high-quality development, and align with the construction of the "Four Centers" in Beijing, as well as contribute to the coordinated development of the "Five Facets" and integration into the new development paradigm, Beijing Customs has formulated several measures to support the high-quality development and high-level opening of the capital. These measures are now announced as follows:

  I. Optimize Platforms, Reform, and Upgrade for Advancement

  (a)Support the advancement of the construction of the "Two Zones" to a higher level of openness. Utilize the construction of the "Two Zones" as the main driver for promoting higher-level opening-up in the capital. Deepen the construction of the national comprehensive demonstration zone for the expansion of the service industry's openness. Implement actions to enhance the Free Trade Zone. Implement customs policies in areas such as aviation maintenance, pharmaceutical e-commerce, duty-free shop layout, cultural trade, and biopharmaceuticals. Deepen reforms and opening up to achieve new results in the construction of the "Two Zones."

  (b)Support the high-quality development of comprehensive bonded zones. Actively provide guidance on the construction, operation, development, and performance evaluation of Beijing's comprehensive bonded zone. Support the stable growth of key formats such as culture, pharmaceuticals, and e-commerce in the Tianzhu Comprehensive Bonded Zone. Support the implementation of pilot projects such as 1210 online shopping bonded imports and bonded warehousing for cross-border e-commerce and pharmaceutical e-commerce in the Daxing Airport Comprehensive Bonded Zone. Support the construction of the Zhongguancun Comprehensive Bonded Zone with a focus on research and development and innovation. Support the application for the establishment of new comprehensive bonded zones in Beijing.

  (c)Support the construction of an Import Trade Promotion and Innovation Demonstration Zone in the Aerotropolis Economic Zone of Beijing Capital International Airport. Provide policy support in areas such as bonded maintenance of aviation materials, cultural bonded zones, and parallel imported car bonded warehousing to facilitate the establishment of an innovative demonstration zone for import trade promotion, strategically linked to both domestic and international circulations, with characteristics and a leading role unique to the capital.

  (d)Provide customs support for the preparation of the China International Fair for Trade in Services (CIFTIS) in Beijing. Establish a dedicated coordinator system to guide the customs filing for CIFTIS, open dedicated windows for customs procedures, and provide 24/7 appointment customs clearance services. For imported exhibition items listed in the cross-border e-commerce retail import commodity list, allow sales following the model of bonded retail imports for cross-border e-commerce after the exhibition. Implement preferential tax policies for imported exhibition items during the exhibition period, and strive to extend and expand the tax preferential policies in 2024. Support the bonded warehousing, exhibition, and trading services for cultural relics and artworks that remain unsold after CIFTIS.

  (e)Provide a comprehensive package of services for the development of headquarters economy. Offer tax management technical support for headquarters enterprises. Initiate a coordination mechanism for approved eligible headquarters enterprises in the Beijing area, unifying valuation management plans for issues such as the use of franchise fees and special economic relationships. Provide international valuation rule training and guidance for key enterprises in Beijing for overseas development, enhancing their international competitiveness. Offer a group-integrated bonded supervision mode for headquarters enterprises, enabling the transfer of materials between group companies "as needed." Guide eligible headquarters enterprises and their subsidiaries to apply for Authorized Economic Operator (AEO) status, applying more facilitation measures. Establish a dedicated customs approval window for senior personnel of eligible headquarters enterprises for the importation of goods, facilitating the rapid processing of goods approval and customs procedures. Optimize the health examination services for foreign personnel of headquarters enterprises, providing urgent services and voluntary express services for health certificates for foreign workers with urgent needs, with the same-day examination and certificate issuance.

  II. Optimize Channels, Accelerate Customs Clearance, and Increase Efficiency

  (6) Facilitate the Air Cargo Channel for the "Dual Hubs." Actively promote the Beijing Dual Hub Air Port Comprehensive Service Platform project, establishing a leading domestic electronic freight transport model for the "Dual Hubs." Support the diversification of designated supervision sites at Daxing Airport port and create high-level, modern specialized supervision sites. Support the construction of customs supervision sites for express delivery at Daxing Airport, conducting import and export operations for express delivery and cross-border e-commerce under HS code 9610.

  (7) Facilitate the Sea Cargo Channel. Effectively utilize the sea channel from Tianjin Port, expand the scale of "release at berth" and "direct loading upon arrival," strengthen cooperation with Tianjin Customs, and further optimize the model and improve the quality.

  (8) Facilitate the Postal Channel. Take advantage of the opportunity of the new Shunyou mail supervision site to optimize the operation mode, enhance the level of intelligence, and improve the speed of mail processing. Promote the development of the mail supervision mode towards a more intelligent, efficient, intensive, stringent, secure, and convenient direction, enhancing public satisfaction.

  (9) Facilitate the Cross-Border E-commerce Channel. Promote the landing of innovative models for the integration of online and offline development of cross-border e-commerce in Beijing. Strongly support the pilot project of the Wangfujing Sate-Oule offline store, contributing to the construction of an international consumer center city.

  (10) Consolidate and Reduce the Overall Customs Clearance Time. Publicize and guide enterprises to adopt customs declaration methods such as "two-step declaration" and "pre-declaration." Implement supporting policies, including centralized taxation, diversified tax guarantees, voluntary disclosure, and error-tolerant mechanisms, to improve the efficiency of customs release at ports for imported and exported goods. Ensure that the overall customs clearance time remains stable within a reasonable range.

  III. Optimal Environment, Elevate Service Standards

  (11) Continuously optimize the port business environment. Implement a special action plan to facilitate cross-border trade in 2023, rolling out innovative measures with Beijing characteristics. Actively promote the landing of Beijing's 6.0 version of business environment optimization measures, and take a pioneering approach based on actual conditions. Benchmark against the new evaluation system of the World Bank, thoroughly study the alignment of international trade rules, and enhance the internationalization of the port business environment. Focus on comprehensive institutional openness and full-process reform and innovation, continuously advancing full-process reform for facilitating cross-border trade. Integrate optimization of the port business environment with reducing the institutional transaction costs for market entities and assisting enterprises in difficulty. Constantly improve the level of assistance and benefit services to inspire new vitality among market entities.

  (12) Continuously enhance the level of coordinated development in the Beijing-Tianjin-Hebei region. Deepen the customs key enterprise clearance facilitation mechanism along the industrial and supply chains in the Beijing-Tianjin-Hebei region, consolidating and expanding the list of key enterprises. Deepen customs cooperation in the Beijing-Tianjin-Hebei region, establish a normalized coordination mechanism for serving the coordinated development in the Beijing-Tianjin-Hebei region, and promote high-quality development with a broader perspective. Effectively implement the cooperation framework agreement in the field of cross-border trade under the integrated development of the business environment in the Beijing-Tianjin-Hebei region, helping to form a regional economic development pattern with complementary advantages and mutual promotion.

  (13) Continuously promote the implementation of preferential trade agreements such as RCEP. Provide targeted policy promotion and guidance for Beijing's high-level certified enterprises, newly implemented member countries, and relevant key industries engaged in import and export. Continue to promote the intelligent audit and self-printing reform of certificates of origin to facilitate enterprises.

  (14) Provide high-quality tariff technical services for local enterprises. Prioritize services such as classification, pricing, and pre-determination of origin for high-level certified enterprises, "specialized, refined, new" enterprises, addressing tariff technical difficulties encountered by enterprises during customs clearance. Pre-position the review process of tax-related elements to resolve potential tax disputes that enterprises may encounter during port clearance. Continue to issue "tariff technical policy service packages" to key industry enterprises, providing targeted support and assistance.

  (15) Continue to unleash the dividends of tax collection and management reform. Continuously deepen the reform of centralized taxation and diversified tax guarantee, strengthen policy promotion, guide enterprises to fully enjoy the policy dividends of "release before tax, centralized payment" and "one guarantee for multiple uses, universally applicable nationwide." Implement the centralized collection of taxes for multiple import and export goods by enterprises within a certain period, and after enterprises file a total guarantee with the competent customs, they can carry out tax guarantee business at any customs nationwide, reducing financial burdens.

  16) Carry out activities such as "Policy Delivery by Customs Officials," "Hundreds of Cadres Go to the Grassroots," and "Customs Policies Enter Ten Thousand Households." Go to the grassroots, visit enterprises, solve practical problems, and further enhance the awareness and satisfaction of enterprises regarding policy measures, establishing a friendly, respectable, and reliable image of customs.

  (17) Actively provide customs statistical services. Actively participate in the large data monitoring, forecasting, and warning of economic operations in Beijing, strengthen communication and coordination with relevant municipal departments, and provide data support services within the scope of customs general administration data management requirements.

  IV. Optimal Industries, Further Enhance Policies for Strengthening Capabilities

  (18) Focus on the forefront to support the innovative development of the pharmaceutical and health industry. Collaborate with relevant municipal departments to further improve the "white list" system for importing research and development materials, providing customs convenience for research and development materials related to pharmaceutical research and development enterprises. Further optimize the risk assessment model for special items, reducing the frequency of homogeneous assessments for enterprises. Adopt a new regulatory model for the entry quarantine of humanized cells, such as stem cells, for clinical trial purposes, with a single approval and multi-site clinical trial.

  (19) Actively promote the high-quality development of the integrated circuit industry. Include imported equipment, raw materials, and consumables of integrated circuit enterprises in the intelligent auxiliary system for tax reduction and exemption confirmation, further simplifying the approval process through the "ERP online declaration + fast review" mode. Implement the linkage and complementarity of import tax reduction and exemption policies with diversified tax payment guarantees, encourage integrated circuit enterprises to use "enterprise-based" tax guarantees to reduce capital pressure and improve customs clearance efficiency. Actively promote the phased tax payment policy for integrated circuit enterprises.

  (20) Promote the introduction of germplasm resources to support the revitalization of the seed industry. Make full use of the "green channel" for inspection, accelerate the pilot introduction of germplasm resources safely and efficiently, and promote the implementation of the Beijing seed industry revitalization action.

  (21) Optimize the inspection mode to facilitate the high-tech industrial chain. Explore the inspection and supervision mode of "qualified guarantee + conformity verification" for equipment and parts for self-use imported by high-tech enterprises in Beijing, further speeding up the customs clearance of enterprise-imported equipment and parts, compressing the supply chain cycle, and facilitating R&D and production.

  (22) Strengthen policy support to aid the development and growth of the new energy industry. Focus on new energy industries such as solar cells, electric passenger vehicles, lithium batteries, etc., intensify efforts to cultivate the credit of new energy enterprises, and provide more convenient services. Promote the reform of customs supervision for processing trade within enterprise groups, allowing policies such as free circulation of bonded materials among enterprises within the same group to enhance internal resource circulation efficiency, reduce production costs, and help new energy enterprises expand overseas markets.

  (23) Actively assist in promoting the recovery and expansion of the consumer goods industry. Optimize and improve the import and export procedures for R&D test samples of food and cosmetics, helping food and cosmetic enterprises expand imports and exports. Strengthen the overseas registration recommendation work for export food production enterprises, help enterprises understand the regulatory requirements of importing countries (or regions), provide technical guidance to enterprises, and actively assist food enterprises in exploring international markets. For imported clothing, implement the acceptance management, allowing clothing listed in the acceptance list to be inspected by authorized institutions, facilitating measures such as exempting from random inspections based on the inspection results issued by authorized institutions.

  (24) Make good use of tax policies to serve industrial development. Provide import tax preferential policies for eligible research institutions, technology development institutions, and schools engaged in scientific and technological innovation. Play a role in tax policy research, conduct tax policy research around industries such as integrated circuits, pharmaceuticals and health, new energy vehicles, agriculture, etc., actively propose tax policy optimization suggestions, and provide effective policy support for the development of key industries, enhancing international market competitiveness.

  (25) Actively serve the development of the capital's exhibition industry. Expand the diversity of exhibition guarantee methods, allowing enterprises to handle guarantee procedures through methods such as deposits, guarantees, customs guarantee insurance, etc., according to their own situations. Allow the free circulation of imported and exported exhibition goods within and outside the comprehensive bonded zone to improve trade facilitation. Further enhance the facilitation and intelligence level of exhibition goods supervision, explore the application of high-tech devices such as non-invasive art uniqueness identification equipment, and reduce customs supervision risks. Cooperate with departments such as the Commerce Bureau to promote the development of the integrated platform for the capital's exhibition "one-stop" registration process data sharing.

  (26) Strengthen the monitoring of imports and exports of key industries, goods, and enterprises in the Beijing region, as well as countries along the "Belt and Road." Analyze and judge hot areas such as integrated circuits, pharmaceuticals and health, agricultural products, specialized and new small giant enterprises, and countries along the "Belt and Road," providing effective references for the economic and social development of Beijing.
