Beijing Customs Measures to Promote Stability, Quality, and Integration of the "Five Major Initiatives" through the "Four Optimal and Four Enhanced" Approach in Foreign Trade

  In order to thoroughly study and implement Xi Jinping's Thought on Socialism with Chinese Characteristics for a New Era, implement the decisions and deployments of the Party Central Committee on economic work, and earnestly implement the ten measures of the General Administration of Customs to promote stability, quality, and improvement in foreign trade, continuously optimize the business environment at ports, and actively assist in the integration of Beijing's "Five Major Initiatives" into the new development pattern, promoting stability, quality, and improvement in foreign trade, the following supporting measures are formulated:
  I.Optimal Platforms, Reform for Improved Efficiency
  1.Support the high-quality development of the Comprehensive Bonded Zone. Support Tianzhu Comprehensive Bonded Zone in becoming a pioneer in institutional innovation, a characteristic zone for service trade, and a benchmark for an airport-type comprehensive bonded zone. Support Daxing International Airport Comprehensive Bonded Zone in creating an integrated customs clearance mode for the port area with "one system, one declaration, one inspection, one release." Provide active service and guidance to local governments for the construction of comprehensive bonded zones.
  2.Optimize the functional positioning of the Comprehensive Bonded Zone. Support the Comprehensive Bonded Zone in conducting outsourcing repair business for aircraft equipment, pilot "gate management," and help the zone become a center for processing and manufacturing, research and design, logistics distribution, testing and maintenance, and sales and services.
  3.Actively serve the high-level opening of the "Two Zones" and "Three Platforms." Provide more convenient, smooth, and efficient customs support for the comprehensive demonstration zone for the expansion of the service industry and the construction of the China (Beijing) Pilot Free Trade Zone. Support the entire industry chain opening and all-process reform, making customs clearance elements more accessible. Ensure customs clearance support for the China International Fair for Trade in Services, implement preferential tax policies for imported exhibits during the exhibition period, promote the transformation of achievements from the Service Trade Fair, and help expand the influence of the national-level open exhibition platform.
  4.Use the "Dual Airports + Dual Aerotropolis Areas" as a platform to help build an international consumption gateway. Support the establishment of duty-free shops at Beijing Capital International Airport and Beijing Daxing International Airport, continue to deepen the connection of the "duty-free and cross-border" policy. Rely on the Comprehensive Bonded Zone and Bonded Logistics Center (Type B) to conduct "online purchase tax-free + offline self-pickup" business, gradually explore expansion to popular key business districts within the city. For imported R&D and testing samples of food and cosmetics, implement "one-time centralized review, batch-by-batch verification and use" and "online application, batch processing upon arrival."
  5.Support the application for designated supervision sites at Daxing International Airport. Building on the approved projects for designated supervision sites for imported edible aquatic animals and imported plant seedlings, push forward the qualification for designated supervision sites for imported edible aquatic animals and imported plant seedlings. Advance the planning and construction of designated supervision sites for imported meat, fresh and frozen aquatic products, and fruits at Daxing International Airport to prevent the quarantine risks of high-risk imported animals, plants, and their products.
  II.Efficient Channels, Speeding up Customs Clearance
  6.Facilitate the "Dual Hubs" air channel. Promote the construction of the "Dual Hubs" customs auxiliary supervision platform, innovatively create business functions such as coordinated port-zone linkage, dual airports for diversion, and collaborative distribution. Establish a domestically leading "Dual Hubs" electronic freight transport model. Implement the RCEP six-hour clearance measure to a high standard and introduce convenient measures for the six-hour release of goods undertaken and transported by express delivery companies.
  7.Smooth the Beijing-Tianjin Port maritime channel. Advance the integrated supervision of cross-border goods trade in the Beijing-Tianjin-Hebei region, and promote the "direct pick-up at the ship" and "direct loading upon arrival at the port" business on a larger scale. Facilitate the connection between the Beijing "Single Window" and the intelligent platform for port clearance and port dispatching in Tianjin, building a new regional collaborative support.
  8.Smooth land routes. Support the improvement of railway port clearance efficiency, facilitate the development of international railway intermodal transportation, and support Beijing in operating China-Europe freight trains, creating a new international trade land route.
  9.Facilitate cross-border e-commerce channels. Expand the pilot scope and increase the volume of cross-border e-commerce retail imports in the pilot of cross-border pharmaceutical e-commerce. Promote cross-border e-commerce B2B export supervision business, support the development of cross-border e-commerce overseas warehouses around the "cross-border e-commerce + overseas warehouse" model.
  10.Ensure the smooth circulation of the industrial chain and supply chain. Promote the reform of supervision for processing and trade within enterprise groups. Enterprises within the same group can enjoy policies such as free circulation of bonded materials upon application, improving the efficiency of internal resource circulation. Accelerate the registration and filing of import and export food production enterprises.
  III.Quality Services for an Optimal Environment
  11.Continuously optimize the port business environment. Implement the "Five-in-One" initiative, promoting the World Bank's new assessment of the business environment, China's business environment assessment, the construction of Beijing as a national innovative pilot city for the business environment, the 5.0 version reform of Beijing's optimized business environment, and the Customs General Administration's special action to facilitate cross-border trade. Implement the "Four Drives" (simple certificates, streamlined processes, improved efficiency, and reduced costs) and optimize the business environment at the airport customs, upgrading the level of port information systems.
  12.Further reduce overall customs clearance time. Encourage enterprises to adopt customs declaration methods such as "two-step declaration" and "advance declaration." Support the implementation of policy measures such as consolidated taxation, diversified tax guarantees, proactive disclosure, and error tolerance to improve the efficiency of customs clearance and release of imported and exported goods, providing enterprises with reasonable and stable customs clearance expectations.
  13.Increase efforts to cultivate the credit of import and export enterprises. Increase efforts to cultivate Authorized Economic Operator (AEO) enterprises and expand their number. Carry out credit repair work and actively assist discredited entities in rebuilding their corporate credit.
  14.Provide more convenient measures for customs-certified enterprises. Optimize the enterprise coordinator mechanism, establish special customs clearance windows for advanced certified enterprises, and provide more convenient services for law-abiding, standardized, and trade-safe enterprises.
  15.Advance tax guarantee model reform. Encourage enterprises to apply for tax guarantees on a company-based basis, alleviate financial burdens, and expand the audience scope of "one guarantee for multiple uses" and "nationwide use."
  16.Optimize RCEP customs policy services. Optimize the "centralized review, visa nearby" mechanism for export certificates of origin and implement facilitation measures such as "smart review" and "self-printing." Implement the system of approved exporters, conduct policy guidance for RCEP import preferential trade agreement declarations for enterprises, and provide accurate and convenient means of trade rule inquiries to society.
  17.Promote "Double Autonomy" enterprises to expand exports. Provide credit cultivation, convenient customs clearance, intellectual property protection, and other services to "Double Autonomy" enterprises, helping them expand international markets.
  18.Help enterprises prudently deal with foreign technical trade barriers. Conduct investigations on the impact of technical trade measures, collect and push relevant information, and help enterprises better cope with and reduce the impact.
  19.Strengthen statistical monitoring, analysis, and data services. In-depth use of import and export data information in conjunction with the current construction of "Two Zones" in Beijing and the development of key industries. Utilize customs import and export statistical alert monitoring to play a role. Continuously conduct special investigations on customs statistics, strengthen research on trend issues in the field of foreign trade, timely collect and feedback issues raised by enterprises, and report situations and propose suggestions.
  20.Implement the "Customs Policies into Ten Thousand Homes" and "Window Service Improvement" initiatives. Carry out the "Customs Policies into Ten Thousand Homes" activity, conduct comprehensive policy preaching and regulatory interpretation for enterprises, helping them understand and make good use of policies. Implement the "Window Service Improvement" initiative, strengthen the concept that "everyone is part of the business environment, and each person is a reflection of customs." Implement the "first-inquiry responsibility system" and "first-handling responsibility system," aiming to achieve "zero-distance communication, zero-wait consultation, and zero-accumulation of issues."
  IIII. Optimising Industries, Policy Advancements
  21.Facilitating Innovative Development in the Biopharmaceutical Industry. Advocating the implementation of a "white list" system for the import of research and development materials by biopharmaceutical enterprises (research institutions), and advancing the facilitation of customs clearance for imported materials used in pharmaceutical research and development.
  22.Optimizing Customs Procedures for Special Items. Introducing a new regulatory model for the entry quarantine of human-derived cells, such as stem cells, used for clinical trials, involving a single approval and multi-site clinical trial supervision. Increasing the number and frequency of third-party risk assessment organizations for high-risk special items used in research and development upon entry, thereby enhancing risk assessment efficiency.
  23.Implementing Tax Incentives for Technological Innovation Industries. Providing targeted support for Beijing's national key technological innovation projects, key research enterprises and institutions, and national key laboratories. Implementing tax incentives for technological innovation during the "14th Five-Year Plan," contributing to the growth and strength of technological innovation projects.
  24.Supporting the Research and Export of COVID-19 Vaccines. Facilitating a safe and orderly "quarantine while experimenting" approach for eligible vaccine manufacturers, reducing the quarantine period for specific conditions of imported SPF guinea pigs from 30 to 14 days. Establishing a dedicated channel for the inspection and approval of COVID-19 vaccine exports, streamlining customs procedures for immediate processing, verification, and approval to ensure a "zero-delay" process for quarantine approval and customs clearance.
  25.Promoting the Development of Cultural Bonded Businesses. Leveraging the Beijing Tianzhu National Cultural Trade Base to further optimize customs clearance and bonded exhibition transaction processes for art items. For the same batch of art items, approval documents from the cultural and tourism department can be used multiple times.
  26.Innovating the Supervision of High-end Art Exhibits. Eligible enterprises may apply for customs officers to be stationed on-site for supervision without providing guarantees, effectively reducing financial pressure on businesses.
  27.Supporting the Development of High-tech Enterprises such as Integrated Circuits. Initiating a pilot program for controlling and inspecting high-tech goods, such as chips, to address practical difficulties faced by high-tech enterprises during the import process, where certain products are subject to port controls and cannot be opened for inspection due to cleanliness requirements.
  Boosting the Construction of Zhongguancun in Agriculture. Implementing a pilot reform of quarantine supervision measures for the introduction of crop germplasm resources, establishing a mechanism that is "scientifically efficient, risk-controlled, rigorously supervised, and expedites customs clearance." This ensures the safe, efficient, and orderly introduction of specific crop germplasm resources, thereby supporting the revitalization of the seed indust
