In order to further standardize the declaration behavior of consignees and consignors of imported and exported goods, in accordance with the "Announcement of the General Administration of Customs on the Revision of the 'Regulations on the Completion of the Customs Declaration Forms for Imported and Exported Goods of the People's Republic of China'" (General Administration of Customs Announcement No. 60 of 2018), it is hereby decided to modify the formats of relevant documents. The details of the modifications are announced as follows:
I. This modification involves four types of documents: the People's Republic of China Customs Import Declaration Form (JG01, referred to as Import Declaration Form), the People's Republic of China Customs Export Declaration Form (JG02, referred to as Export Declaration Form), the People's Republic of China Customs Inbound Goods Record List (JG21, referred to as Inbound Goods Record List), and the People's Republic of China Customs Outbound Goods Record List (JG22, referred to as Outbound Goods Record List). The revised document formats are attached for reference.
II. This modification optimizes the layout structure of the Import and Export Declaration Forms and the Inbound and Outbound Goods Record Lists. The format has been changed from portrait to landscape, and all paper documents will be printed using a regular printing method, eliminating the use of pre-printed forms. Blank format documents will no longer be printed.
III. The Import Declaration Form includes the addition of 9 items: "Page Number/Page Count," "Foreign Shipper," "Goods Storage Location," "Port of Shipment," "Port of Entry," "Final Destination Country (Region)," "Customs Declarant ID," "Telephone," and "Self-Declaration and Self-Payment" (printed below the commodity items in the form body). Five items have been modified: "Consignee" changed to "Domestic Consignee," "Import Port" changed to "Entry Customs," "Transportation Means Name" changed to "Transportation Means Name and Voyage Number," "Loading Port" changed to "Transit Port," and "Attached Documents" changed to "Attached Documents and Number." Two items have been deleted: "Input Clerk" and "Input Unit." The positions of three items have changed: "Container Number," "Domestic Destination," and "Declaration Unit."
IV. The Export Declaration Form includes the addition of 7 items: "Page Number/Page Count," "Foreign Consignee," "Port of Departure," "Country (Region) of Origin," "Customs Declarant ID," "Telephone," and "Self-Declaration and Self-Payment" (printed below the commodity items in the form body). Four items have been modified: "Consignee" changed to "Domestic Shipper," "Export Port" changed to "Exit Customs," "Transportation Means Name" changed to "Transportation Means Name and Voyage Number," and "Attached Documents" changed to "Attached Documents and Number." Two items have been deleted: "Input Clerk" and "Input Unit." The positions of three items have changed: "Container Number," "Domestic Source," and "Declaration Unit."
V. The Inbound Goods Record List includes the addition of 12 items: "Page Number/Page Count," "Foreign Shipper," "Contract Agreement Number," "Packaging Type," "Goods Storage Location," "Port of Shipment," "Transit Port," "Port of Entry," "Final Destination Country (Region)," "Customs Declarant ID," "Telephone," and "Self-Declaration and Self-Payment" (printed below the commodity items in the form body). Four items have been modified: "Consignee" changed to "Domestic Consignee," "Import Port" changed to "Entry Customs," "Transportation Means Name" changed to "Transportation Means Name/Voyage Number," and "Attached Documents" changed to "Attached Documents and Number." Two items have been deleted: "Input Clerk" and "Input Unit." The positions of three items have changed: "Container Number," "Domestic Destination," and "Declaration Unit."
VI. The Outbound Goods Record List includes the addition of 10 items: "Page Number/Page Count," "Foreign Consignee," "Contract Agreement Number," "Destination Port," "Port of Departure," "Country (Region) of Origin," "Packaging Type," "Customs Declarant ID," "Telephone," and "Self-Declaration and Self-Payment" (printed below the commodity items in the form body). Four items have been modified: "Consignee" changed to "Domestic Shipper," "Export Port" changed to "Exit Customs," "Transportation Means Name" changed to "Transportation Means Name/Voyage Number," and "Attached Documents" changed to "Attached Documents and Number." Two items have been deleted: "Input Clerk" and "Input Unit." The positions of three items have changed: "Container Number," "Domestic Destination," and "Declaration Unit."
The modified formats of the Import and Export Declaration Forms and the Inbound and Outbound Goods Record Lists will be effective from August 1, 2018. General Administration of Customs Announcement No. 28 of 2016 is simultaneously repealed, and the original Inbound and Outbound Goods Inspection Forms are discontinued.
