In order to further regulate customs supervision of cross-border e-commerce and qualifications related to the verification of cross-border e-commerce payment enterprises, the following matters are hereby announced:

　　I.From the date of issuance of this announcement, when cross-border e-commerce payment enterprises apply for customs registration or information registration procedures, they should submit relevant qualification certificates. For banks providing cross-border e-commerce payment services, a photocopy of the "Financial License" issued by the China Banking and Insurance Regulatory Commission or the former China Banking Regulatory Commission should be provided. Non-bank payment institutions should submit a photocopy of the "Payment Business License" issued by the People's Bank of China, and the scope of payment services should include "Internet payment."

　　If enterprises submit photocopies as per the above provisions, they should simultaneously present the original documents to the customs.

　　II.Cross-border e-commerce payment enterprises applying for customs registration procedures should, in accordance with the "Regulations on Registration and Management of Customs Declaration Units of the People's Republic of China" (Decree No. 221 of the General Administration of Customs), submit relevant materials and simultaneously provide relevant qualification certificates. For those applying for information registration procedures, they should follow the provisions of the General Administration of Customs Announcement No. 26 of 2016, submitting relevant materials and simultaneously providing relevant qualification certificates.

　　III.Cross-border e-commerce payment enterprises that have already completed customs registration or information registration before the issuance of this announcement should supplement the relevant qualification certificates to the local customs by May 31, 2018. Failure to supplement will render their customs information for cross-border e-commerce payment enterprises invalid.
